The clear inference is that Universal Credit is in desperate trouble and will take years to roll out. Duncan Smith and Cameron know full well that UC will bring poverty to millions. It seems to me that because UC will take so long to have the desired effect they have suddenly fast-tracked the tax credit cuts, ripping the hearts out of many poor families.
